电影《秀水河子歼灭战》通过再现历史的纪实手法，讲述了1945年抗战胜利后，国民党政府在美国的援助下，向东北大举运兵，企图消灭中共领导的人民革命力量，独占东北。为打破国民党的企图，中共中央依据“向北发展，向南防御”的战略方针，决定从关内各解放区抽调一批部队和干部挺进东北，会同东北原有的配合苏军作战的东北民主联军等部队执行发展东北的战略任务，国共双方展开了争夺战。电影反映的就是1946年2月东北民主联军在辽宁省法库县秀水河子进行的歼灭战。

本片故事发生在1941年，德国军队横扫欧洲期间。由两个即将前往贝尔格莱德的贫穷少年的歌唱开始，又从他们搭乘的公共汽车展开故事。形形色色的人坐上这部汽车，退役老军人、两个富人、新婚夫妇、司机父子。各种各样的意外引出了各种各样的故事、叙述和活动：在一个路口被军人拦住；在另一条陆上又被收取买路钱的农夫扎破车胎；在湖边休息时，又碰上了行进中的一个本国小分队，汽车被征用，回来后司机的儿子已经被强迫参军；退役军人的钱包掉在路上，乘客们却怀疑两个清贫的少年并把他们拳打脚踢。最后在德军飞机的轰炸下，汽车焚烧、倾倒，但两位满面污秽的少年仍然从车窗爬出，继续歌唱……贝尔格莱德之旅由此艰难地结束。
